In jungen, überwiegend unternehmensbezogenen Dienstleistungsbranchen konnte sich die duale Berufsausbildung anfangs nur zögerlich entwickeln. Die Qualifizierung der Beschäftigten erfolgte hauptsächlich am Arbeitsplatz; unzureichend auch aus Sicht der Betriebe. Das BIBB- Forschungsprojekt "Ausbildungsmöglichkeiten in wachsenden Dienstleistungsbereichen" soll dazu beitragen, die duale Berufsausbildung dort zu stärken, wo zukunftssichere Arbeitsplätze zu erwarten sind. Dabei galt es u.a. zu ermitteln, wie sich die jungen Unternehmen an der Berufsausbildung beteiligten. Im Mittelpunkt der Analyse stand eine Bestandsaufnahme der Ausbildungsbeteiligung in Abhängigkeit von den Unternehmensstrukturen (Dienstleistungsbereich, Betriebsgröße, Unternehmensgründung). Die Ergebnisse der Studie zeigen eine hohe Ausbildungsbeteiligung in den befragten Betrieben, wobei die höchsten Anteile im IuK-Handwerk festgestellt wurden.

Im Dienstleistungssektor sind in den vergangenen Jahren deutliche Zuwächse bei den Arbeitsplätzen zu verzeichnen, die sich jedoch nicht im Angebot an Ausbildungsplätzen widerspiegeln. Ein Forschungsprojekt des BIBB will dazu beitragen, alle Chancen für die Erweiterung des Ausbildungsplatzangebots im Dienstleistungsbereich auszunutzen. Zentrales Ziel ist festzustellen, wie es gelingen kann, in den neuen unternehmensbezogenen Dienstleistungsbereichen Betriebe für die Ausbildung zu gewinnen und die Ausbildungsbereitschaft bereits ausbildender Betriebe zu erhöhen. Des weiteren soll untersucht werden, welche Perspektiven für die Etablierung einer systematischen beruflichen Qualifizierung, wie sie das duale System der Berufsausbildung leistet, in diesen Branchen bereits bestehen oder entwickelt werden können. Ausgewählt wurden die Dienstleistungsbereiche Informations- und Kommunikationswirtschaft; Multimedia, Film; Call Center; Wirtschafts- und Unternehmensberatungen; Messe- und Veranstaltungstechnik; Handwerksbetriebe der Informationselektronik. Bisher liegen Ergebnisse aus Expertengesprächen und einer ersten Umfrage bei den Referenzbetrieben des BIBB vor, die der Beitrag vorstellt.

Core of the BIBB consultancy is the development of demand-oriented concepts for vocational education and training in other countries.

The labour markets trends of tomorrow began yesterday. Past developments are being acted upon in order to make projections for the future. The dominant trend in terms of the supply of skilled workers is demographic development, whereas on the demand side the primary focus is on economic development. The aim of current labour market progress is to indicate which trends are currently most likely to loom large without necessarily being inevitable. Such prognoses constitute a concentrated point of focus for policy options. Where, however, do their opportunities and limits lie?

The dual system of vocational education and training in Germany is frequently accused of failing to have achieved the leap into the knowledge and service society and of remaining too rigidly aligned to the production sector. The present paper uses the results of empirical analyses conducted by the Federal Institute for Vocational Education and Training (BIBB) as a basis for investigating whether the structures of the dual systems are, in fact, still operating in accordance with their historical origins. The results provide evidence that the increasing significance of the service sector initially brought about an attendant weakening of in-company training, although dual training has now made significant strides in developing in line with the service society. Work still remains to be done in respect of the more knowledge oriented service occupations. Of particular importance here is not to narrow down the debate to the competitive aspect of higher education.
