The key challenges for vocational education and training (VET) are demographic change with all its consequences including the implications for securing the skilled workforce, and internationalisation in business and society and the associated task of integration. We must bear these aspects in mind for the continuing development of the VET system – that was one of the central messages at the 2011 BIBB Congress in Berlin. What are the likely repercussions for the continuing development of the model of the recognised occupation? Within the framework of communication between research, policy and practice pursued at BIBB, this question was explored in order to gather answers from the principal players in VET policy, who influence the future elaboration of recognised occupations. This yielded a range of comments that are not only interesting but also practicable, and are presented in this article.
Die zentralen Herausforderungen für die Berufsbildung, die wir für die Weiterentwicklung des Berufsbildungssystems im Auge haben müssen, sind der demografische Wandel, die mit ihm einhergehenden Folgen und seine Auswirkungen auf die Fachkräftesicherung sowie die Internationalisierung in Wirtschaft und Gesellschaft und die damit verbundene Aufgabe der Integration, so lautete eine zentrale Botschaft auf dem BIBB-Kongress 2011 in Berlin. Welche Konsequenzen ergeben sich daraus für die Weiterentwicklung des Berufskonzepts? Im Rahmen der im BIBB verfolgten Wissenschafts-Politik-Praxis-Kommunikation wurde dieser Frage nachgegangen, um Antworten bei den berufsbildungspolitischen Hauptakteuren zu finden, die eine Relevanz für die zukünftige Ausgestaltung der Berufe haben. Im Ergebnis liegen nicht nur interessante, sondern auch gleichermaßen praktikable Hinweise vor, die hier vorgestellt werden.
The German system of dual vocational education and training enjoys worldwide recognition. To maintain this status, both the training and the legislation governing it have to keep pace with the challenges of the modern worldl. The Vocational Training Reform Act has comprehensively amended the Vocational Training Act of 1969 (BBiG) 1969) and the Vocational Training Promotion Act of 1981 (BerFiFG), and combined them into a single law. The objective of the reform is to secure and improve training opportunities for young people and to guarantee that each and every one of them - regardless of social or regional background - receives high quality vocational training. The Act entered into force on April 1, 2005. This article sets out the most important reforms.
Durch das Berufsbildungsreformgesetz wurden das Berufsbildungsgesetz von 1969 und das Berufsbildungsförderungsgesetz von 1981 umfassend novelliert und zusammengeführt.
