The starting point of this article is the observation that much attention is given to the transparency of qualifications acquired in formal education and training institutions and less so to the transparency of competencies acquired at work, at home or during leisure time. The article explores the conceptual basis of existing transparency and transferability tools in the EU. Informed by European and national level experiences, this article underlines the importance of distinguishing between qualifications and competencies and how this can be achieved by precisely applying learning outcomes terminology.

There is an abundance of reports relating to the future need for skilled workers in the nursing professions. Recruitment of qualified nurses from abroad and domestic training are the two main foundations to cover the need for qualified staff. But by no means all companies train nurses. This article presents the reasons nursing institutions give for deciding not to offer such training whilst also presenting what they perceive be the advantages of doing so. It also compares the attitudes towards generalist nursing training of institutions providing training and institutions not providing training.

Betriebliche Weiterbildung ist gleich in zweierlei Hinsicht von Bedeutung: zum einen ist sie ein wichtiges Instrument für Betriebe, um ihren Qualifikationsbedarf zu decken, zum anderen leistet sie einen Beitrag zur Sicherung der Beschäftigungsfähigkeit der Mitarbeiter/-innen. Allerdings ist die Teilnahme an Weiterbildung ungleich verteilt. Dabei spielen auch Faktoren auf betrieblicher und institutioneller Ebene eine Rolle. Im Beitrag wird mit den repräsentativen Daten des BIBB-Betriebspanels zu Qualifizierung und Kompetenzentwicklung (BIBB-Qualifizierungspanel) untersucht, ob Weiterbildungsvereinbarungen die Weiterbildungsteilnahme für Beschäftigte steigern und ob dies für alle Beschäftigtengruppen gleichermaßen gilt.

Company-based training is of significance in two regards. As well as serving as an important instrument enabling companies to cover their skill demand, it also makes a contribution towards ensuring staff employability. Participation in continuing vocational education and training (CVET) is, however, unevenly distributed. A role is also played by factors at the operational and institutional level. This article uses representative data from the BIBB Establishment Panel on Training and Competence Development (BIBB Training Panel) to investigate whether CVET agreements increase participation in such training by employees and whether this applies equally to all employee groups.

Waning trust in democratic institutions, increasing disenchantment with politics and a strengthening of extremist and populist leanings are topics which VET needs to tackle more than ever before. In November 2023, the Düsseldorf Chamber of Crafts and Trades conferred the Georg Schulhoff Prize on BIBB President Friedrich Hubert Esser. This award recognises outstanding services and contributions to VET made by persons and institutions. In his acceptance speech, Professor Esser highlighted how education for democratic citizenship is an important aspect of holistic VET. The significance of this for our liberal society and for future generations is a topic which he continues to pursue.

Schwindendes Vertrauen in demokratische Institutionen, zunehmende Politikverdrossenheit und ein Erstarken extremistischer und populistischer Orientierungen sind Themen, mit denen sich die Berufsbildung mehr denn je auseinandersetzen muss. In November 2023 ehrte die Handwerkskammer Düsseldorf BIBB-Präsident Esser mit dem Georg-Schulhoff-Preis. Mit dem Preis werden Personen und Institutionen ausgezeichnet, die sich in besonderer Weise um die Berufsbildung verdient gemacht haben. In seiner Dankesrede stellte Esser Demokratiebildung als wichtigen Aspekt einer ganzheitlichen beruflichen Bildung in den Mittelpunkt – ein Thema, das ihn in seiner Bedeutung für unsere liberale Gesellschaft und die nachwachsenden Generationen weiter beschäftigt.

Welchen Beitrag können Unternehmen leisten, um das Vertrauen junger Menschen in demokratische Institutionen zu stärken und sie für Demokratie zu begeistern? Die Allianz der Chancen, eine branchenübergreifende Initiative von Unternehmen und Institutionen, hat sich zum Ziel gesetzt, mit einem Workshop-Konzept ein klares Zeichen für Demokratie zu setzen. Hintergrund, Entwicklung und Inhalte des modulbasierten Konzepts werden im Beitrag vorgestellt.

How can companies help to strengthen young people’s trust in democratic institutions and to fire their enthusiasm for democracy? The “Alliance of Opportunities” (Allianz der Chancen) is a cross-sector initiative of companies and institutions which has set itself the goal of sending out a strong signal in support of democracy by creating a workshop concept. The article presents the background, development and contents of this module-based concept.

Das Erstarken populistischer und extremistischer Strömungen bedroht die offene Gesellschaft. Respektlosigkeit gegenüber Vielfalt, Angriffen auf Andersdenkende und Institutionen der Demokratie ist entschieden entgegenzutreten. Welchen Beitrag kann Berufsbildung hierzu leisten?
Die Berufsbildung zeichnet sich durch eine große Heterogenität der Lernenden aus. Sowohl am Übergang von der Schule in die Arbeitswelt als auch im Prozess der Arbeit gibt es zahlreiche Lernanlässe, um Prinzipien der Demokratie und damit verbundene Werte des gesellschaftlichen Zusammenlebens zu vermitteln. Hier hat die Berufsbildung gerade mit Blick auf die Sozialisation junger Menschen eine besondere Aufgabe. Doch wie wird sie ihr gerecht? Welche Impulse können von den Lernorten der Berufsbildung als Erfahrungsräume für Demokratieerleben ausgehen?
Im Mittelpunkt dieser BWP-Ausgabe stehen das Konzept der Demokratiebildung, Lernziele und Inhalte, die damit für die Berufsbildung verbunden sind und die Frage, wie dieses Konzept didaktisch umzusetzen ist. Zudem ist zu erörtern, wie das Berufsbildungspersonal auf diese herausfordernde Aufgabe vorbereitet werden kann.

The strengthening of populist and extremist movements is posing a threat to open society. Decisive action needs to be taken to combat a lack of respect for diversity and attacks on differently minded people and on democratic institutions. What contribution can vocational education and training make in this regard?
VET is characterised by a high degree of heterogeneity of learners. Both at the transition from school to the world of work and within the work process, there are numerous opportunities to impart learning on the principles of democracy and on the associated values of societal co-existence. This is an area where VET has a particular task, especially in respect of the socialisation of young people. But how can it live up to this? Which impetuses can VET learning venues give in terms of providing experiential spaces in which democracy can be embraced?
The main focus of this issue of BWP is on the concept of education for democratic citizenship, on the related learning objectives and contents for VET, and on the question of how this concept can be implemented didactically.
