The amendment of the Vocational Training Act (Berufsbildungsgesetz, BBiG) and of the Crafts and Trades Regulation Code (Handwerksordnung, HwO) in 2020 included the integration of the three level approach for advanced training occupations leading to higher level vocational education and training (VET) qualifications. For each level new standard denominations were introduced, designated as Certified Professional Specialist, Bachelor Professional and Master Professional, also in order to facilitate international connectivity. This article sheds light on the background of the amendment, presents the implementation measures that have taken place so far, and indicates some open issues.

Mit der Novellierung des Berufsbildungsgesetzes (BBiG) und der Handwerksordnung (HwO) von 2020 wurden auf drei Fortbildungsstufen der höherqualifizierenden Berufsbildung die einheitlichen und international anschlussfähigen Abschlussbezeichnungen Geprüfte/-r Berufsspezialist/-in, Bachelor Professional und Master Professional rechtlich verankert. Der Beitrag beleuchtet die Hintergründe der Neuregelung, stellt die bisherigen Maßnahmen zur Umsetzung vor und verweist auf offene Fragen.

Although upgrading training is a popular and effective route for those who have completed VET, it can also open up professional development opportunities for bachelor’s graduates. Nevertheless, this is an option which has thus far been rarely pursued by those in possession of a first degree. The admission prerequisites for this particular target group may be one of the reasons. The present article illustrates this on the basis of a document analysis of advanced training regulations which apply nationwide.

The Federal Republic of Germany has been experiencing a rise in the proportion of persons completing the upper secondary school leaving certificate for several decades. This development is associated with a higher propensity on the part of school leavers to seek to enter higher education and with a decline in dual vocational education and training. The introduction of three-year bachelor programmes of study has given rise to the question of whether companies prefer skilled workers with an academic degree over those with a vocational qualification for the performance of tasks at the intermediate professional and management level. The article investigates this issue in the sectors of commerce, logistics, banking and tourism and presents relevant results from a BIBB research project.

(Potential) students associate the completion of a dual course of study with guaranteed entry into a profession and good career opportunities. But what is the transition into work actually like? The article considers the start to a professional career and the future plans of this group of bachelor students on the basis of a research project conducted by the Institut für Arbeit und Qualifikation (IAQ) [Institute for Work, Skills and Training]. The findings support both school leavers in their choice of degree and career as well as companies and universities in designing and developing dual courses of study.

Die österreichische Lehrerbildung befindet sich in einem massiven akademischen Umbruch. Im Jahr 2006 wurde die gesamte Pflichtschullehrerausbildung – und damit auch die Berufsschullehrerausbildung – den neu gegründeten Pädagogischen Hochschulen (PHs) überantwortet. Dieser ‚institutionelle Professionalisierungsschub‘ in Richtung Tertiärisierung blieb aber bisher unvollendet, weil sich der öffentlich-rechtliche Ausbildungsauftrag der PHs derzeit auf das Angebot von dreijährigen Bachelorstudien beschränkt. Der Beitrag erörtert historische Hintergründe der späten Akademisierungsbestrebungen in Österreich aus einer strukturellen Perspektive und beleuchtet aktuelle bildungspolitische Intentionen, die Berufsschullehrerausbildung bis zum Masterniveau auszubauen.

The mobility of trainees, students and skilled workers is becoming increasingly important in the European Education Area and European employment area and is a key element of the Europa 2020 strategy. This issue of BWP examines how mobile trainees and skilled workers actually are, what aims are being pursued by measures being taken to foster mobility and what conditions help ensure that not only individuals but also companies benefit from stays abroad. The recognition of learning outcomes and qualifications plays a central role in this context.
In his editorial, PROFESSOR DR REINHOLD WEIß refers in this connection to the Act to Improve the Assessment and Recognition of Foreign Vocational and Professional Qualifications which the German government recently submitted to the Bundestag. With an eye to uniform implementation, he urges that existing information be bundled and expert systems and networks be developed in order to ensure the quality of the procedures to be used. Other reports in this issue present current figures regarding the transition system drawn from the integrated vocational training reporting system, examine youths' vocational orientation and choice of occupation and look at associate degrees used in the USA. Associate degrees come before bachelor's degrees, putting them at the interface between vocational and academic training. As a result, they could help foster permeability.

Die Qualitätssicherung in der Aufstiegsfortbildung ist unzureichend. Das Qualitätsgefälle zwischen den Bildungsanbietern ist groß. Bislang fehlt es an einheitlichen Anforderungen. Die Qualität der Fortbildung wird vor allem mit Hinweis auf die Ordnungsmittel und die Prüfungen beschrieben. Das reicht aber nicht aus, um gängigen Anforderungen an Qualitätssicherung und -entwicklung zu genügen. Das ist auch ein Grund dafür, warum die Debatte um die Einführung der Zusatzbezeichnung Bachelor Professional für Fortbildungsabschlüsse vorerst zum Erliegen gekommen ist. Die Entwicklung eines Systems der Qualitätssicherung und -entwicklung in der beruflichen Aufstiegsfortbildung könnte eine neue Dynamik auslösen. Ein hierzu von Seiten der Gewerkschaften erarbeiteter Vorschlag wird in seinen Kernaussagen vorgestellt. Perspektiven zum weiteren Vorgehen werden abschließend skizziert.

Die Lehrerbildung im beruflichen Bereich steht vor großen Herausforderungen. Neben der Bewältigung von strukturellen Reformen (Umstellung von Diplom- bzw. Lehramtsstudiengängen auf die Bachelor- und Masterstruktur) geht es vor allem darum, die Kompetenzentwicklung von angehenden Lehrpersonen sicherzustellen. In der öffentlichen Diskussion wird – auch als Reaktion auf internationale Vergleichsstudien – vermehrt bezweifelt, dass die Lehrerbildung hierzu tatsächlich in der Lage ist. Entsprechende Aussagen entbehren freilich einer empirischen Grundlage, denn es fehlt nach wie vor eine umfassende Evaluation der ersten Phase der Lehrerausbildung bzw. der Lehrerbildung insgesamt. Im vorliegenden Beitrag werden ausgewählte empirische Studien vorgestellt, die die Kompetenzentwicklung bei angehenden Lehrkräften an kaufmännischen Schulen thematisieren. Zudem wird ausgeführt, wie fachdidaktisches Coaching zur Kompetenzentwicklung genutzt werden könnte.

Mit der Verbindung ingenieurwissenschaftlicher und betriebspädagogischer Studien wird im Rahmen des Studiengangs Bachelor für Berufsbildung an der Universität Magdeburg ein erster berufsqualifizierender Universitätsabschluss eingeführt, der in späteren Masterprogrammen ausgebaut werden kann – etwa zur Lehrkraft an berufsbildenden Schulen oder in Bereichen wie Berufsbildungsmanagement oder Internationaler Berufsbildung. Frühzeitig wurde mit der Siemens Professional Education Mitteldeutschland überlegt, wie auf dieser Basis Fachkräfte für den betrieblichen Berufsbildungsbereich ausgebildet werden können. In dem hier vorgestellten Modell geschieht dies in einer zeitlich integrierten Verbindung des Hochschulstudiums mit einem betrieblichen Ausbildungsabschluss gem. BBiG und verschiedenen betrieblichen Trainingsprogrammen für Berufsbildungsfachkräfte.
