Sicher unbestritten ist die Entwicklung von Berufsbildern, Ausbildungsordnungen, Rahmenlehrplänen sowie vergleichbarer Dokumente nicht nur ein Mittel zur Modernisierung von Berufsbildungssystemen, ihr kommt im Prozeß des weltweiten technisch-ökonomischen Wandels, der Humanisierung der Arbeit und der Modernisierung von Volkswirtschaften mit den Mitteln neuer Technologien eine eigenständige Gestaltungsdimension zu. Eine entscheidende Voraussetzung hierfür ist die Berücksichtigung des wechselseitigen Abhängigkeitsprozesses von Technikentwicklung, Entwicklung der Arbeit sowie der Entwicklung von Qualifikationen für den Arbeitsprozess. Diese Leithypothese ist Grundlage eines deutsch-sowjetischen Forschungsvorhabens, das auf die gemeinsame Erarbeitung von Empfehlungen zur Weiterentwicklung etablierter Methoden und Verfahren bei der Erstellung von Berufsbildern in beiden Ländern abzielt. Etappen hierzu sind sowohl die Analyse des Vorgehens als auch die Bestandsaufnahme bezüglich bestehender Defizite bei der Einführung neuer Berufsbilder im Kontext mit obiger Problemstellung. Dabei besteht aufgrund der umfangreichen Wandlungsprozesse in der UdSSR für deren Bildungswesen eine besondere Relevanz. Aus deutscher Sicht werden hierzu im Beitrag einige Ergebnisse vorgestellt.

Dieser Beitrag basiert auf Erkenntnissen einer wissenschaftlichen Untersuchung von Projekten, die im Rahmen des Forschungsprogramms "Humanisierung des Arbeitslebens" zu Beginn der 80er Jahre vom BMVF mit dem Ziel durchgeführt wurden, die Einführung neuer Techniken in Produktion und Produktionsvorbereitung mit modellhaften Weiterbildungsmaßnahmen für die Betroffenen zu begleiten. Die Untersuchung konzentrierte sich auf die Überprüfung der Qualifizierungskonzepte und deren Realisierung entlang fundierter Kriterien zur Beurteilung neuer Anforderungen beim Einsatz Neuer Technik und deren Konsequenzen für menschliches Lernen sowie auf die Herausarbeitung einiger Schlußfolgerungen für gewerkschaftliche Qualifizierungspolitik im Betrieb. In dem folgenden Beitrag wird nun der Zusammenhang von Arbeitsorganisationen und Qualifikation unter Automationsbedingungen kurz aus meiner Sicht skizziert, um davon die theoretische Reflexion dieses Zusammenhangs in den Projekten hervorzuheben. Vor diesem Hintergrund werden dann einige für die Berufsbildungspolitik der nächsten Jahre zentralen positiven und negativen Umsetzungsbemühungen in Qualifizierungskonzepte und -maßnahmen im Rahmen von "HdA"-Projekten verdeutlicht.

Von den zur Zeit diskutierten und tellweise auch erprobten Varianten der Qualifizierung von hauptberuflichen pädagogischen Mitarbeitern in der beruflichen Erwachsenenbildung favorisiert der Autor das Modell, das über fachwissenschaftliehe, fachdidaktische und berufspraktische Studien hinaus auch erziehungs- und gesellschaftswissenschaftliche Inhalte umschließt. Diese Inhalte lassen sich für den Teilaspekt der kritischen und sozialen Kompetenz dann konkretisieren, wenn die Ausbildung auf ein emanzipatorisches Konzept verpflichtet wird. Befähigung zur Aufhebung von Bildungsbenachteiligung, zur Organisation von Lernprozessen für lernungewohnte Gruppen, zur Vergrößerung von Lernchancen im Prozeß der Arbeit und zur Demokratisierung der Betriebe sowie zur Humanisierung der Arbeit entsprechen dieser emanzipatorischen Intention.

Die Bildungspolitik bestand im letzten Jahrzehnt vor allem in einer Ausweitung der Zahl der Abiturienten und Studenten. Motive dafür waren besonders die Förderung der wirtschaftlichen Entwicklung, die Angleichung der Berufs- und Lebenschancen und eine Änderung gesellschaftlicher Verhältnisse. Der Beitrag behauptet, daß diese Ziele durch dieBildungspolitik weder erreicht wurden noch auch erreicht werden können. Mittelfristig erfolgt eine zwar problemloseaber auch folgenlose Abstimmung von Bildungs- und Beschäftigungssystem ("Null-Hypothese"). Die Alternative zumErreichen der Ziele lautet: Reform der Inhalte (z. B. Lehrpläne, Ausbildungsordnungen, Ausbilder- und Lehrerbildung},Priorität der Berufsausbildung im Dualen System (besonders für das benachteiligte "letzte Drittel"} und planmäßigeÄnderungen der Arbeitsorganisation und der Arbeitsinhalte durch den Gesetzgeber, die Tarifpartner und die Betroffenen(z. B. Reform des öffentlichen Dienstrechts, "Humanisierung der Arbeit").

Recommendation systems can help learners and companies with the selection of continuing training provision by issuing personalised suggestions. However, complex correlations need to be considered during the design concept and development of such systems, and the present article seeks to raise awareness of these. This applies both with regard to the application of such recommendation systems and in respect of their effectiveness.

INVITE is embedded within the National Continuing Training Strategy and pursues the goal of advancing the digitalisation of continuing vocational education and training. The focus is on the development and piloting of technology-based innovations in order to deliver greater transparency on the continuing training market. This article provides an overview of the innovations developed and states some examples of findings obtained with regard to the deployment of “recommender systems” for matching continuing training provision and in respect of the design of personalised sequences of learning units (adaptive learning pathways) in continuing VET.

The modernisation of training occupations requires an elaborate procedure which is coordinated between the stakeholders and which also needs to take account of both specialist occupational contents and the formal demands of a legal ordinance. Experts from practice discuss content requirements and work with the social partners to draw up training contents and examination requirements. BIBB provides technical support for the whole of the process. A BIBB project has investigated the extent to which artificial intelligence (AI) can be integrated into the procedures and examined the opportunities and challenges which emerge in respect of support for individual stages of the work. This article presents results on the basis of process steps selected as examples.

The summer Board Meeting was chaired by INA MAUSOLF, representative of the federal states. Consultations centred on the opportunities and risks of artificial intelligence within the context of the further development of initial and advanced training regulations. The European Commission’s “Union of Skills” and the current coalition agreement were also discussed.

Evaluations of data from the BIBB Training Panel and from interviews with training officers show increasing areas of conflict within companies. This applies to the recruitment of trainers as well as to the resources required to provide support and to the view taken of the target group of young people and of their needs.

So-called preboarding measures are now gaining in significance at companies in light of a growing number of trainees who do not take up their training place despite having concluded a training contract. How can trainees’ loyalty to the company be secured during the transitional phase between the conclusion of the contract and the commencement of training? This article presents possible measures and describes the support formats offered by the BIBB Leando Portal.

The constricted nature of the housing market in Munich creates considerable challenges for trainees. Average training allowances are frequently insufficient to cover the high rental costs of flats. Against this background, Munich City Council has initiated a scheme entitled “AzubiWerk”, in which it joins forces with other civic partners to create affordable accommodation for trainees. The association running the scheme combines housing provision with pedagogical support measures and opportunities for co-determination. This article provides insights into the services of the association and the impacts these are having.

The main focuses of this meeting were consultations regarding the training places market and the issue of how trainees and training staff can be empowered to deal with artificial intelligence (AI).

National vocational education and training systems are complex constructs which have arisen within their respective contexts over the course of time. Various objectives and strategies have been pursued since 1957 with the view to creating a pan-European Education Area and labour market. Although the initial goal was the harmonisation of VET systems, greater emphasis has been placed on transparency since the 1990s. The present article briefly traces these developments in order to provide a background against which the most important transparency instruments over a past period of almost 20 years can be identified and reflected upon.
