The amendment of the Vocational Training Act (Berufsbildungsgesetz, BBiG) and of the Crafts and Trades Regulation Code (Handwerksordnung, HwO) in 2020 included the integration of the three level approach for advanced training occupations leading to higher level vocational education and training (VET) qualifications. For each level new standard denominations were introduced, designated as Certified Professional Specialist, Bachelor Professional and Master Professional, also in order to facilitate international connectivity. This article sheds light on the background of the amendment, presents the implementation measures that have taken place so far, and indicates some open issues.

Der Beitrag beleuchtet die Hintergründe der Neuregelung, stellt die bisherigen Maßnahmen zur Umsetzung vor und verweist auf offene Fragen.
With the boom in the online trading of goods and services, the significance and scope of e-commerce is growing across all industries. New areas of activity and new organisational and business models are emerging. To meet the growing need for skilled workers in e-commerce a new commercial occupation has been created. The article highlights the background to the revision of the training regulations and describes the occupational profile.
Der Abschluss Geprüfter Betriebswirt nach dem BBiG/Geprüfte Betriebswirtin nach dem BBiG zählt zu den Flaggschiffen im kaufmännischen Fortbildungsbereich. Er ist einer von nur wenigen berufsbildenden Abschlüssen, die dem DQR-Niveau 7 zugeordnet und damit gleichwertig zu universitären Masterabschlüssen verortet sind. Die Novellierung dient dem Ziel, aktuelle Bedarfe von Betrieben, Absolventinnen und Absolventen aufzugreifen und damit auch die Attraktivität der Fortbildung zu steigern. Im Beitrag werden Ziele der Neuordnung, inhaltliche Anpassungen und Besonderheiten, die mit der Zuordnung auf DQR-Niveau 7 verbunden sind, aufgezeigt.
The qualification of certified business economist pursuant to the Vocational Training Act (BBiG) is one of the flagship certifications in the area of advanced commercial training. It is one of only a very small number of vocational qualifications which are aligned to level 7 of the German Qualifications Framework (DQR) and thus enjoy equivalence with university-based master’s degrees. The qualification has been updated with the aim of addressing the current needs of companies and of those completing the certification and thus also with a view to enhancing the attractiveness of this advanced training option. This article highlights the objectives of the revision, the content adjustments which have been made and the particular characteristics associated with alignment to DQR level 7.

Mit dem boomenden Onlinehandel von Waren und Dienstleistungen wachsen branchenübergreifend Bedeutung und Umfang von E-Commerce. Neue Handlungsbereiche, Organisations- und Geschäftsmodelle treten in den Vordergrund. Um den steigenden Fachkräftebedarf im E-Commerce zu sichern, wurde ein neuer kaufmännischer Beruf geschaffen. Im Beitrag werden Hintergründe zur Neuordnung aufgezeigt und das Berufsprofil beschrieben.
The consultations which took place at the December meeting of the BIBB Board focused on the situation on the training market and on topics relating to European VET policy. Dr. DETLEF ECKERT, Director at the General Directorate for Employment, Social Affairs and Inclusion at the European Commission, took part in the meeting at the invitation of the Board. The Board also adopted a resolution to present proposals on the topic of “dual higher education study” to the Accreditation Council. These relate to a revision of the “rules for the accreditation of programmes of study and for system accreditation”.
In der Dezembersitzung des Hauptausschusses standen neben der Lage auf dem Ausbildungsmarkt Themen der europäischen Berufsbildungspolitik im Mittelpunkt der Beratungen. Auf Einladung des Hauptausschusses nahm Direktor Dr. Detlef Eckert, Europäische Kommission, Generaldirektion Beschäftigung, Soziales und Integration, an der Sitzung teil. Außerdem wurden vom Hauptausschuss zum Thema »Duales Studium« Anregungen an den Akkreditierungsrat beschlossen, die sich auf eine Überarbeitung der »Regeln für die Akkreditierung von Studiengängen und für die Systemakkreditierung« beziehen.
Federal Minister Prof. Dr. JOHANNA WANKA visited the “Parliament of Vocational Education and Training”. She attended the Board Meeting in the morning to inform the members about her education and training policy conception and to discuss the challenges and chances for vocational education and training. The main focuses were permeability, digitalisation, integration of refugees and strengthening vocational education and training.
