Monitoring is an important building block for evidence-based VET policy. The regular surveying of key indicators relating to the VET system delivers valuable impetuses for educational policy decisions. But to what extent is the apprentices’ perspective taken into account? This article presents how the point of view of apprentices is systematically recorded via surveys in the three countries. Differences between the approaches in the countries of comparison become evident.

Monitorings sind ein wichtiger Baustein für eine evidenzbasierte Berufsbildungspolitik. Die regelmäßige Erhebung von Kennzahlen zum Berufsbildungssystem liefert wertvolle Impulse für bildungspolitische Entscheidungen. Doch inwiefern wird dabei die Perspektive der Auszubildenden berücksichtigt? In diesem Beitrag wird vorgestellt, wie in den drei Ländern die Perspektive der Auszubildenden durch Befragungen systematisch erfasst wird. Dabei werden deutliche Unterschiede zwischen den Ansätzen der Vergleichsländer sichtbar.

Die Europäische Kommission hat im Dezember 2021 ihren Vorschlag für eine europäische Empfehlung zur Entwicklung von Microcredentials für das lebenslange Lernen und die Beschäftigungsfähigkeit in Europa veröffentlicht. Im Gegensatz zur Hochschulbildung und zu den angelsächsischen Ländern ist der Begriff Microcredentials in der Berufsbildung in Deutschland bislang unbekannt. Vieles ist offen und unklar, ein einheitliches Verständnis fehlt ebenso wie die Vorstellung, welche Rolle sie in den Berufsbildungssystemen der Mitgliedstaaten spielen könnten oder sollten. Die europaweite Konsultation zu dieser Empfehlung zeigt u. a., dass dieses Instrument für die Berufsbildung nicht unumstritten ist. Der Beitrag geht auf die Kernelemente des europäischen Vorschlags ein und identifiziert Potenziale und Problemfelder, die mit den Microcredentials für die Berufsbildung verbunden sind. Dies wird insbesondere über eine Reflexion möglicher Entwicklungen von Microcredentials im deutschen Berufsbildungskontext verdeutlicht.

In December 2021, the European Commission published a proposal for a Council Recommendation on a European approach to micro-credentials for lifelong learning and employability. Although in use in higher education and in English-speaking countries, the term “micro-credentials” has remained unknown in vocational education and training in Germany up until now. Much is still open and unclear, and no uniform understanding or notion exists with regard to the role which they could or should play in the member states. One of the outcomes of the Europe-wide consultation on this Recommendation is that such an instrument is not without controversy in vocational education and training. The present article looks at the core elements of the European proposal and identifies areas of potential and problem areas associated with the use of micro-credentials for VET. This is particularly highlighted via a reflection on possible developments of micro-credentials in the German VET context.

Eine berufliche Erstausbildung erleichtert jungen Menschen den Übergang in eine qualifizierte Beschäftigung und bietet eine gute Grundlage für die weitere Erwerbsbiografie. Im BWP-Poster wird dargestellt, wie viele Schüler/-innen auf Sek-II-Niveau in einer beruflichen Erstausbildung in sind und wie hoch die Beschäftigungsquoten junger Menschen mit einer abgeschlossenen Berufsausbildung (ISCED 3-4) in den Mitgliedsländern der EU sind. 

Zur künftigen Gestaltung des Verhältnisses zwischen beruflicher und akademischer Bildung bzw. der tertiären Bildung haben sowohl der Wissenschaftsrat in Deutschland als auch der Schweizerische Wissenschafts- und Innovationsrat Empfehlungen formuliert. Darin werden zwei sehr unterschiedliche bildungspolitische Konzepte und Strategien deutlich, die im Beitrag einander gegen übergestellt werden.
 

Both the German Wissenschaftsrat [Council of Science and Humanities] and the Swiss Science Council have formulated recommendations on the future shaping of the relationship between vocational and academic or tertiary education. Two very different educational policy concepts and strategies clearly emerge, and these are compared in this article.

The OECD data show an enormous increase in the number of participants in academic courses of education for the period from 1995 to 2010. In the same timeframe, occupation-related and practice-related courses in the tertiary sector of education are stagnating. The article deals with the question of whether it is justifiable to talk about an academisation in this context or whether the content of the tertiary education programmes is rather drifting into a “vocation-oriented” direction.

Die Daten der OECD weisen im Zeitraum von 1995 bis 2010 einen enormen Zuwachs von Teilnehmenden an akademischen Bildungsgängen aus. Gleichzeitig stagnieren berufs- und praxisbezogene Bildungsgänge im tertiären Bildungsbereich. Der Beitrag beschäftigt sich mit der Frage, inwieweit es vor diesem Hintergrund gerechtfertigt ist, von einer Akademisierung zu sprechen, oder ob die inhaltliche Ausgestaltung der tertiären Bildungsprogramme nicht eher in eine »berufsorientierte« Richtung driftet.
